第四届同济大学国际交通安全学术研讨会成功举办

2016年7月10日,第四届同济大学国际交通安全学术研讨会在同济大学成功举办。本次会议由同济大学交通安全国际合作联合实验室、印度理工学院德里分校、道路与交通工程教育部重点实验室、道路交通安全与环境教育部工程研究中心、同济大学交通运输工程学院、公安部交通管理科学研究所、交通运输部公路科学研究院公路交通安全研究中心共同主办,“携手创建更安全道路联盟”赞助了此次会议。来自中国、美国、英国、印度、土耳其、香港和台湾等其他地区的100多位专家学者、政府部门官员、师生代表参加了此次会议,就全球道路交通安全现状、道路交通安全改善经验及案例、道路交通安全的未来发展等议题,进行了深入的探讨。   

同济大学国际交通安全学术研讨会始于2010年,本次为第四届。本届研讨会主题为“借鉴发达国家交通安全改善经验,提升发展中国家交通安全治理水平”。旨在明确中国、印度等发展中国家的交通安全现状问题,了解欧美发达国家交通安全改善经验,并就交通安全改善重点方向进行深入探讨,助力发展中国家交通安全改善能力的提升。

                        


在本次研讨会上,同济大学党委常务副书记方守恩教授首先回顾了同济大学交通运输工程学科的发展与规划。自1978年起,同济大学由工科型专业院校逐步发展成为综合型大学,目前学校注重发展“现代制造”和“城市建设与灾害预防”两大学科链。交通运输工程学科2015年入选上海市高峰学科,交通运输工程学院抓住上海市“高峰高原学科”建设的契机,着力打造“高频重载交通基础设施耐久与安全”以及“信息环境下大都市综合交通系统协同优化”两大学科高峰。成立了交通安全国际合作联合实验室,在交通安全研究方面,确立了以“交通行为研究与改善”、“设施设计安全评估与优化”、“基于信息化的交通安全管理”和“智能车路与车辆主动安全”为重点的研究方向,目标旨在实现“更安全的人”、“更安全的路”、“更高效的管”和“更安全的车”。其多项学术研究成果运用于道路安全实践管理中,并取得了良好的社会效益。 

上海市公安局交通警察总队副总队长王梅根在研讨会上致辞,他回顾了历年来上海市交警总队和同济大学的合作,包括从2009年起,同济大学和交警总队合作研发的“上海市道路交通事故分析预警系统”;2012年,在《上海市交通发展白皮书》的编制工作中,上海交警总队都与同济大学交通运输工程学院通力合作,从人、车、路、环境、管理等各方面要素,对本市道路交通安全现状、风险点进行全方位分析。2013年,该白皮书正式发布,成为指引本市道路交通安全管理的纲领性文件。王副总队长希望能够依托研讨会这个交流平台,充分借鉴发达国家先进的管理理念,深入研究制约本市交通安全水平提升的基础问题,创新突破交通安全研究方法和技术手段,不断促进交通安全理论技术研发与工程应用结合,全面提升交通安全管理水平。

公安部交通管理科学研究所俞春俊副所长在发言中表达了公安系统对于研究机构的期望。他指出,中国目前最缺乏的是重视交通安全的观念,而这种观念的改变只能是循序渐进式的。大学和研究机构在这一过程中最重要的作用就是辅助政府进行相关政策的制定,为政府的法规政策提供理论和技术层面的支撑。只有这样,理论研究成果才能转化为相应的政策,才能实质性的改善交通安全问题。

本次研讨会邀请了多位交通安全领域的国际知名学者,针对“中国交通安全管理与改善政策对道路安全的重要性”、“亚洲发展中国家交通安全现状与改善措施”、“欧美发达国家交通安全改善先进经验”、“驾驶行为与车联网对交通安全研究的影响”四个议题进行了主题发言。
             


在本次研讨会的最后,与会专家集中针对“交通安全改善重点方向:研究与应用”进行了专题研讨会,并就注重中国特色交通安全问题的理论研究、共性交通安全问题改善措施如何借鉴、注重驾驶行为研究等问题达成共识。   

本次研讨会得到了与会嘉宾的充分肯定,大家一致认为,这次研讨会聚焦中国交通安全改善的重大需求,汇聚国际一流的交通安全科研人才和业内专家, 形成中国与世界进行交通安全科研合作与学术交流的平台,这对于中国特色交通安全学科体系的建设、对于交通安全改善技术研发与应用机制的建立、对于交通安全的学术发展,以及中国交通全安水平的提升,都意义重大,影响深远。

 

The 4th International Symposium on Transportation Safety, Tongji University

The 4th International Symposium on Transportation Safety was successfully held on July 10th in Tongji University. This year, the symposium is jointly organized by “Joint International Research Laboratory of Transportation Safety, Tonji University”, “Transportation Research & Injury Prevention Programme, Indian Institute of Technology Delhi”, “The Key Laboratory of Road and Traffic Engineering, Ministry of Education”, “Engineering Research Center of Road Traffic Safety and Environment, Ministry of Education”, “School of Transportation Engineering, Tongji University”, “Traffic Management Research Institute of the Ministry of Public Security”, “Road Safety Research Center, Research Institute of Highway, Ministry of Transport”. The symposium was sponsored by “Together for Safer Roads”. Approximately of 100 invited guests, which included scholars, specialists, government officials, students, professors and many others that came from China, US, UK, India, Turkey, Hongkong, Taiwan as well as other countries all gathered together to discuss our current global transportation safety issues, our past improvement practices and cases, as well as our future transportation safety development and other related issues.     

The International Symposium on Transportation Safety, Tongji University was first held in 2010. This year, the 4th International Symposium on Traffic Safety will focus on “Learning from the Best Experiences in Developed Countries to Address Safety Issues in Developing Countries”. Current safety problems in developing countries will be discussed and the best practices from US, UK, and other developed countries will be introduced. In addition, panel discussion session will highlight important lessons learnt and common ways forward for developing countries.

Professor Shouen Fang, Vice President of Tongji University started his speech by first reviewing the past development and future plan of the School of Transportation Engineering in Tongji university. Since 1978 has transformed from an engineering-focused university to a comprehensive university. The Tongji University now focuses on developing to discipline chains. The School of Transportation Engineering was selected as the peak and plateau disciplines in 2015, with the opportunity to develop “peak and plateau disciplines”. The two priority disciplines will be ‘endurability and safety of high-frequency and heavy-load transport infrastructure facilities’ and ‘synergy and optimization of megacity integrated transport system in the information context’. 

In addition, Deputy Chief Meigen Wang from Shanghai Public Security Traffic Police Department also took this opportunity to review the past collaborations with Tongji University. In 2009, Tongji University and Public Security Traffic Police Department cooperated in research and development of “road traffic accident analysis of early warning system”; in 2012, the collaboration with School of Transportation Engineering started from analyzing four main aspects of the current road traffic situations and risks: people, vehicle, infrastructure and environment. The research results were recorded in “The White Book: Shanghai Traffic Development”. In 2013, this White Book was published and released, which became the guide of the city road traffic safety management. Deputy Chief Wang, hopes to use platforms such as this symposium, to learn some advanced management concepts from developed countries, as well as conducting in-depth studies in solving the city’s transportation safety problems. By using innovative research methods and technology, which will promote technology development and engineering application in traffic safety theory, we can eventually improve the city’s traffic safety management level as a whole. 

The Associate Director of Traffic Management Research Institute of the Ministry of Public Security, Mr. Chunjun Yu, also took this opportunity to express some of his expectations for research institutions. He pointed out that China is currently lacking the concept of transportation safety. This concept can only be transformed gradually as time goes on. University and research institutions must play an important role in assisting government officials to establish certain transportation related policies. They are responsible in providing the relevant information regarding the technical aspect as well as the theoretical aspect in relation to the policy. Only through collaboration, we are able to maximize the benefit of those research results by turning them into corresponding policies and applications.

It has been a great honor to have invited so many specialists that came from all over the world; their discussions were mainly surrounding four topics: the influence of China’s traffic safety management and improvement policies on road safety, the current transportation safety situation and development measures in Asian developing countries, the advance development and experience in improving traffic safety in European and American developed countries and the influence of analyzing driving behaviors and discovering telematics on transportation safety research.  

By the end of the symposium, the invited experts and specialist were gathered for a panel discussion on “Safety improvements emphasize directions for research and application”. Participants of the panel discussions were able to come to an agreement on discussion topics including: traffic safety problems that are tailored to the Chinese environment, how to learn from the countermeasures for common traffic safety problems, and the need to research on driving behaviors.  

This symposium received great affirmation from the invited guests, by all means; this symposium is definitely needed for pushing the Chinese transportation safety development. By gathering all of the experts and specialists from around the world, this international transportation safety platform allows us to share and exchange information and research analyses, which is definitely beneficial to not only the special Chinese transportation system, but also in assisting in establishing new policies, research methods and applications within the transportation field, and last but not the least, improving Chinese transportation as a whole.
